1.0.PURPOSE

The purpose of this policy is to define procedures that will be used to notify personnel when a decision is made to close the laboratory.

2.0.AUTHORITY

Only the Director of the MBL or a specifically delegated substitute is authorized to close the laboratory.

3.0.RADIO STATION NOTIFICATIONS

Laboratory closings will be announced on:

WCIB: 101.9 FM
WMVY: 92.7 FM

4.0.PROCEDURES FOR CLOSING THE LABORATORY DURING NORMAL WORK HOURS

    4.1.After the decision to close is made, the following should be notified, in order, by the Director’s Office:

    The Facilities and Services Manager, extension 7454
    The Supervisor of Transportation and Grounds, extension 7326

    The Assistant Director of Facilities, extension 7773
    The Switchboard, extension “0”.

    4.2.The Switchboard is responsible for maintaining a list of departments and year-round laboratories, and for calling those numbers when a closing is announced.

    4.3.The Housing and Conferences Office is responsible for coordinating the notification of other personnel at the laboratory, including housing residents and conference attendees. In most instances, the actual communication of closing information will be assigned to custodians and housekeepers.

    4.4. The Office of Education is responsible for coordinating the notification of courses and summer laboratories. As in 4.3, custodians may be asked to assist.

    4.5.The Facilities and Services Director will update the MBL Operations Status Telephone (7MBL).

5.0.PROCEDURE FOR CLOSING THE LABORATORY OUTSIDE OF NORMAL WORKING HOURS

    5.1.General

    The following should be notified, in order, by the MBL Director, or the Facilities and Services Director.

    Radio Stations (All ask to be notified as early as possible, preferably before 6:00 a.m.)

    The MBL Switchboard (548-3705).

    The MBL Operations Status Telephone 289-7MBL.

        5.1.1.The watchman covering the switchboard is responsible for contacting:

        * The Supervisor of Transportation and Grounds
        * The Facilities and Services Director (if not already informed)
        * The Plant Operations and Maintenance trades person who is on call
        * The Conference and Housing Director

    5.2.Winter Storm Closings

        5.2.1. The Winter Storm Supervisor (Supervisor of Transportation and Grounds with the Assistant Director of Facilities as back-up) will be at the MBL prior to 5:00 a.m., and survey the MBL. At 5:00 a.m., the Winter Storm Supervisor will call the Facilities Director(or MBL Director if Facilities Director is not available) and discuss site conditions and forecasts.

        5.2.2.The Facilities Director will call the MBL Director to discuss site conditions and to receive authority, if needed, to delay openings or cancel work.

        5.2.3. If there is a cancellation or delay, the Facilities Director will notify the designated radio stations and update the message on the MBL operations status telephone, 289-7MBL.

        5.2.4. The Facilities Director will notify the Winter Storm Supervisor and the Watchman on duty, of the MBL status.

        5.2.5 Specific policy and procedure instructions for Essential Personnel: Winter Storm Conditions is attached. Note that this may be revised and distributed separately from the entire policy due to personnel changes.
